"Best" can only be determined by how well it works for you. There are many quality routers on the market with different HP motors and speeds. Be aware, you can buy the most expensive brand available, but if you don’t have quality bits, your work will still be junk.
porter cable makes good routers. don’t go cheap with a router, or any tool for that matter, you get what you pay for. You don’t have to buy the highest price but I would generally stick to brands such as dewalt, porter cable, bosch, makita. there are other brands out there that are good also. ryobi, firestorm are brands that i would steer clear from.
Edit: I would go with one that will take 1/4" and 1/2" shank bits with at least 2 HP. The ability to use both shank sizes will greatly increase the number and type of bits you can use. I also consider the 1/2" shank bit safer also.

I find Porter Cable quite good. Lots of choices. Very dependable.
