I greatly enjoyed the access to various shops that I had in college and the army and have looked in each of the cities I have lived in. The only ones I have found are club like groups that may be open to the public but are sometimes only accessible to the business that sponsors them. The problem of a purely open one is the enormous liability of the various cutting tools in our litigatious society. So anything that exists will have membership fees and a training program with rules preventing you from using a piece of equipment until you have been checked out by an authorized person in the group.
To try, you should look for craft guilds offering classes in any area and talk to them about not only their activities (mostly pottery and painting and jewelry) but other groups like theirs that might included wood.
Especially with woodworking, you would probably be better off working with the tools that you can afford or store and become skilled with those instead of having to have access to large panel and circular saws, shapers and planners, band saws, etc. A small rented space that you can work outside of may well meet your needs for several years.
